We do not have a power supply so we can't charge or boot it.
The company that owned it standardized and replaced all the laptops in their office. We were able to charge and boot a few of them and discovered that the IT department did the same thing to every laptop ... wiped the hard drive and tossed the power supply. We are confident it will boot to bios and you'll be able to load OS. If not, you can send it back.
